To find the Lynel, you must first be able to explore Hyrule at large after beating the Suthorn Ruins Dungeon and starting the Searching for Everyone Main Quest. Then, you must travel north of Hyrule Castle and to the west of the Northern Sanctuary, where you can find an entry path into the Eternal Forest (aka the Lost Wood).
Once you've entered the forest, look for a small set of hoof prints in the mud, leading west.
